I thought judges weren't supposed to create laws...

But that is what Solomon (under Holy Spirit inspiration) taught us in Proverbs. Corporeal punishment for wrongdoing. If it is done properly with restraint and love it usually produces the effect God wants: a child that will obey parents and will later obey God.
