Sacrifice For The Lord?

I was sent a video from a friend about how God feels when nasty things happen in the world and to His people. The interview is with Rabbi Harold Kushner. He wrote a book called "When Bad Things Happen to Good People". He says that there is an offering for the Lord in the OT. He did not give a scripture number but referenced Numbers 18. He claims that in the Jewish Talmud, the explanation for this offering is God's wanting forgiveness from us for the evils that happen that He did not intend. Now upon investigation, I am only able to find the offering of the two goats on the Day of Atonement.

Leviticus 16:6 " He [Aaron] is to cast lots for the two goats-one lot for the Lord and the other for the scapegoat. Aaron shall bring the goat whose lot falls to the Lord and sacrifice it for a sin offering." 10 but the goat chosen by lot as the scapegoat shall be presented alive before the Lord to be used for making atonement by sending it into the desert as a scapegoat. So the second goat gets the wickedness and rebellion of the Israelites and all their sins confessed over it and it is sent away into the desert. The first goat is sacrificed 15 for the sin offering for the people...16In this way he will make atonement for the Most Holy Place because of the uncleanness and rebellion of the Israelites, whatever their sins have been...

Would this be the sacrifice the Rabbi is talking about or is there another sacrifice for the the Lord?
